Abstract

The parties are the political institutions par excellence and the existence of parties and effective party systems are the result of guarantees of fundamental rights of democracy. However, there are parties, such as the hegemonic parties of Mexico and Paraguay that harm democracy. For that, our aim is to compare the political systems of hegemonic parties in Mexico and Paraguay. The article states that the Institutional Revolutionary Party (PRI) in Mexico and the Colorado Party in Paraguay have been the main actors in the political system of their countries, and that in the contemporary in the case of Mexico there is a process of democratization while in Paraguay the Colorado Party maintains a hegemonic domain.
